However, most Windows users are still not quite clear about what they shall do when such a problem comes out. Turns out that toggling all start settings unfroze it - or the previous attempts with just about every tool melted it a bit and the toggling jarred it free. To save you doing a bunch of work for nothing, let me reveal at the outset that I could not get this method to work correctly.
